Youngstown Metropolitan Housing Authority recognizes the value of homeownership to families and the communities in which they reside. For that reason YMHA, as a HUD approved counseling agency, provides training programs to educate the community on financial literacy and homeownership. YMHA also offers several home purchase programs in which YMHA residents may particpate. For more information, please follow the links below:

Resident Empowered to Achieve the Choice of Homeownership (REACH)

There are two programs known as REACH Both assist participants in taking the steps necessary to become a homeowner.

Under the REACH First Step Pre-Homeownership Program, Rockford Village residents who meet the qualifications participate in educational programs geared to homeownership. They also receive assistance in earning their G.E.D., attending college or vocational training institutions, and finding employment. As their income rises, a portion of their rent is placed into an Escrow Account. Once the program has been successfully completed, the funds are released to them for use as a down payment on a home of their choice.

Participants in the second REACH program enter into a contract agreement with YMHA for new and acquired homes throughout Mahoning County. The goal is for participants to obtain a mortgage within five years, which will enable them to purchase the home they live in. An Escrow Account is established. Residents are required to participate in additional workshops or other educational courses. At the end of a five year period, the family can use the funds from the escrow to secure a mortgage and close the purchase.

Housing Choice Voucher (HCV) Homeownership Program

This program provides assistance to Housing Choice Voucher (Section 8) clients with subsidizing a portion of a mortgage payment to purchase a home. The minimum annual household income for disabled families is a minimum of $8,3776. For non-disabled families the minimum annual household income is $15,400.00. Financial fitness and homeownership training and counseling are required and are provided by YMHA.

Housing Counseling Agency: In August, 2007 YMHA was approved by the U.S. Department of Housing and Urban development to provide comprehensive homeownership training. Financial literacy and homeownership training are provided to both YMHA residents and non-YMHA residents of the community through participation in monthly workshops and/or individual counseling. All counseling and education services are offered at no cost to the participant.

Arlington Heights

Arlington Heights is a HOPE VI sponsored housing initiative to build 30 new homes for owner occupancy and 75 renter occupied units in an area north of downtown Youngstown near St. Elizabeth Hospital and Youngstown State University. Two senior living complexes, as well as, a new playground area and recreation center, make Arlington Heights an affordable community for residents of all ages to live.
